Q: Can I install plastic laminate over a countertop that’s already covered with existing laminate material?
A: Yes, but the existing surface must be even and smooth. Repair any gouges or loose edges and make sure the existing laminate is glued firmly. Rough-up the surface with sandpaper, and then use a soft paintbrush or a vacuum cleaner to completely remove any dust and debris from the existing countertop and from the back of the laminate sheet you’re going to install. Glue the new laminate with contact cement applied with a natural bristle brush. (When working with contact cement, make sure your work area is well ventilated.)
